T. Elliot Barraford

Elliot received his Bachelor's from UMass Boston in 2011 and his MBA from SNHU in 2016. He began working for OTEA in 2011, managing their marketing, IT, and business relations. After a decade of experience, he stepped into the role of CEO upon Cate Barraford's retirement.

Julia Barraford-Temel

Julia Barraford-Temel

Julia was a non-profit executive and had previously educator with 15 years of experience in the U.S. and abroad. She earned her bachelor’s degree from Wellesley College and Master’s degree from the University of Cincinnati; and worked her way up into non-profit leadership- most recently as the Senior Director of Program Management at a New York-based technology education firm, Mouse Inc. She has also been organically involved in OTEA since its founding in 1999 as the daughter of its co-founders Dan and Cate Barraford. Her background in community initiatives, customer service, and nonprofits is closely aligned to our mission to support our members' access to lower energy costs.

Donna W.

Donna has 30+ years in Banking, Stocks and Customer Relations for Fortune 500 companies.  Since 2006 Donna has managed Customer Service and day-to-day operations for OTEA.

Cate W. Barraford

Cate W. Barraford

Cate has many years of experience in business and a B.S. in Economics and Financial Management from UNH. Prior to her leadership of OTEA, Cate was the Art Director/Manager for Our Town Publishing Co. Cate retired December 2021.
